4.2. 4.9. 5.1. On the border of the territory of the horticultural (country) association, as a rule, a fence is envisaged. 5.5. 5.7. 5.9. 6. Planning and building garden sites

6.5. Fire distances between buildings and structures within one garden plot are not normalized.

6.9. In the case of the adjoining of household buildings to the residential structure (home) of premises for small cattle and birds should have an isolated outer entrance, located not closer than 7 m from the entrance to the house.

7. Volume-planning and design solutions of buildings and structures

8. Engineering arrangement

8.6. 1.1. * These norms and rules apply to the design of the construction of the territories of the horticultural (country) associations of citizens (hereinafter - Horticultural (country) association), buildings and structures, and also serve as the basis for the development of territorial construction norms (TSN) of the constituent entities of the Russian Federation.

2. Regulatory references

2.1. * These norms and rules are compiled, taking into account the requirements of the following regulatory documents:

On the horticultural, garden and country of non-commercial associations of citizens. Federal Law No. 66-FZ of 15.04.98.

Town Planning Code of the Russian Federation No. 73-FZ dated 07.05.98;

4. General provisions

4.1. * Organization of the territory of the horticultural (country) association is carried out in accordance with the draft planning of the territory of horticultural (country) association approved by the administration of local self-government, which is a legal document, mandatory for the execution by all participants in the development and development of the territory of the horticultural (country) association.

All changes and deviations from the project must be approved by the administration of local self-government.

The project can be developed both for one and for a group (array) near the arranged territories of the gardeners (country) associations.

For a group (massif) of the territories of the gardeners (country) associations, which occupy the area of \u200b\u200bmore than 50 hectares, the concept of the master plan is being developed, which precedes the development of projects for planning and building the territories of the territories of gardeners (country) associations and containing the main development provisions:

external connections with the settlement system;

transport communications;

social and engineering infrastructure.

The list of key documents necessary for the development, coordination and approval of project documentation on the planning and development of the territories of the horticultural (country) associations is given in the joint venture 11-106 *.

4.2. * When establishing the boundaries of the territory of the horticultural (country) association, the requirements for environmental protection must be respected; On the protection of the territory from the noise and exhaust gases of transport highways, industrial facilities, from electrical, electromagnetic emissions, from radon allocated from Earth and other negative impacts.

4.3. * Placement of the territories of gardeners (country) associations are prohibited in sanitary protection zones of industrial enterprises.

4.4. * The territory of the horticultural (country) association must be separated from the railways of any categories and highways of common use I, II, III categories of a sanitary and protective zone width of at least 50 m, from highways IV category - At least 25 m with the placement of forests in it with a width of at least 10 m.

4.5. * The territory of the horticultural (cottage) association should defend from the extreme yarn of the petroleum products at a distance of not less than specified in SNiP 2.05.13.

4.6. * It is forbidden to place the territories of gardened (country) associations on the lands located under the high-voltage gear lines 35 kVA and higher, as well as with the intersection of these lands with trunk gas and oil pipelines. The distance horizontally from the extreme wires of high-voltage lines (with their largest deviation) to the border of the territory of the horticultural (country) combination is taken in accordance with the rules of the installation device (PUE).

4.7. * The distance from the development to forests on the territory of the horticultural (country) associations should be at least 15 m.

4.8. * When crossing the territory of the horticultural (country) association, engineering communications should be provided for sanitary protection zones in accordance with SanPiN 2.2.1 / 2.1.1.567.

4.9. * The territories of the horticultural (country) associations depending on the number of land plots located on them are divided into:

small - from 15 to 100;

middle - from 101 to 300;

large - 301 and more garden sites.

5. Planning and development of the territory of the horticultural (country) association

5.1. * On the border of the territory of the horticultural (country) association, as a rule, a fence is envisaged. It is allowed not to provide for the fence in the presence of natural boundaries (river, broccus ravine, etc.).

The fencing of the territory of the horticultural (country) association should not be replaced by Rips, ditches, earthwood shafts.

5.2. * The territory of the horticultural (country) association should be connected by an access road with a general use road.

5.3. * On the territory of the gardener (country) unification with the number of garden sites up to 50 should be provided for one entry, more than 50 - At least two entrances. The width of the gate should be at least 4.5 m, wickets - not less than 1 m.

5.4. * The land plot provided to the gardener (summer) union consists of general land lands and land of individual sites.

General use lands include land engaged in roads, streets, travel (within red lines), firefighters, as well as platforms and sites of common areas (including their sanitary protection zones). Mimically necessary composition of buildings, structures, public platforms given in Table 1 *, recommended in the joint venture 11-106 *.

5.5. * At the entrance to the territory of general use of the horticultural (country) association, there is a guide, the composition and area of \u200b\u200bthe premises of which are established by the charter of the horticultural (country) association.

5.6. * The planning solution of the territory of the horticultural (country) association should provide transport to all individual garden sites united in groups and public facilities.

5.7. * On the territory of the horticultural (country) unification of the width of the streets and travel in red lines should be M:

for streets - at least 15;

for travel - at least 9.

The minimum radius of rounding edge of the carriageway - 6.0 m.

Width of the roadway of streets and travel is accepted for streets - not less than 7.0 m for travel - at least 3.5 m.

Note - Types and sizes of buildings and structures for storing fire extinguishing means are determined by agreement with the state fire service authorities. The storage room of the portable motor-pump and fire-fighting equipment should have an area of \u200b\u200bat least 10 m 2 and non-aggravated walls.

5.8. On traveling should include traveling platforms with a length of at least 15 m and a width of at least 7 m, including the width of the carriageway. The distance between traveling sites, as well as between traveling platforms and intersections should be no more than 200 m.

The maximum length of deadlock, according to SNiP 2.07.01 and NPB 106, should not exceed 150 m.

Tupiki passages are provided by reversal areas of at least 12 ´ 12 m. Using a reversal platform for parking cars is not allowed.

5.9. * To ensure fire extinguishing on the territory of general use of horticultural (country) associations, fireproof reservoirs or reservoirs with a capacity, M 3, with the number of areas: up to 300 - at least 25, more than 300 - At least 60 (each with platforms for installing fire equipment, with the possibility of water intake pumps and an entry of at least two fire cars entry).

The number of water bodies (tanks) and their location are determined by the requirements of SNiP 2.04.02.

Gardening (cottage) associations, including up to 300 garden sites, in fire protection purposes should have a portable motor-pump, with the number of areas from 301 to 1000 - Trailed motorcase, with the number of sections more than 1000 - At least two trailed motor-pump.

For storing a motor-pump necessarily the construction of a special room.

5.10. * Common buildings and structures must defend from the borders of the garden (country) areas at least 4 m.

5.11. * On the territory of the horticultural (country) associations and it is prohibited to organize landfills. Household waste, as a rule, should be disposed of on garden sites. For non-researchable waste (glass, metal, polyethylene, etc.) on the territory of general use, containers for garbage containers should be provided.

Plates for garbage containers are placed at a distance of at least 20 and not more than 100 m from the borders of the garden sites.

5.12. * The removal of surface effluents and drainage water from the territory of horticultural (country) associations into cuvettes and ditch is carried out in accordance with the project planning of the territory of the horticultural (country) association.

5.13. * When organizing on the territory of general use, the warehouse of mineral fertilizers and chemicals should be borne in mind that storage they are prohibited in the open air, as well as near open reservoirs and water intake wells.

6. Planning and building garden sites

6.1. * The area of \u200b\u200ban individual gardening (cottage) area is taken at least 0.06 hectares.

6.2. * Individual garden (country) sites, as a rule, should be fenced. The fences in order to minimal shading the territory of neighboring sites should be the net or lattice height of 1.5 m. It is allowed by the decision of the general meeting of members of the horticultural (country) unification of the device for deaf fences by streets and travel.

6.3. * On the garden (dacha) section, the device of the compost, pit or drawer should be provided, and in the absence of sewage - and restroom.

6.4. * A residential building (or house), economic buildings and structures, including the house, may be built on the garden (dacha) plot. - Buildings for the content of small cattle and birds, greenhouses and other facilities with insulated soil, housekeeping for storage inventory, summer kitchen, sauna (sauna), shower, canopy or garage for the car.

In the regions, it is possible to build types of household buildings defined by local traditions and conditions of arrangement. The construction of these objects should be carried out according to the relevant projects.

6.5. * Fire distances between buildings and structures within one section are not rationed.

Fireproof distances between residential buildings (or houses) located in neighboring land, depending on the material of carrier and enclosing structures, there must be no less specified in.

It is allowed to group and block buildings (or at home) in two adjacent areas during a single-row development and on four adjacent areas with a double row construction.

At the same time, fireproof distances between buildings and structures (or houses) in each group are not rationed, and the minimum distances between the extreme buildings (or houses) of groups are accepted by software.

7.4. * Stairs leading to the second floor (including attic) are located both inside and outside residential buildings (or houses). The parameters of the specified stairs, as well as stairs leading to the basements and basement floors, are accepted depending on the specific conditions and, as a rule, taking into account the requirements of SNiP 2.08.01.

7.5. It is not allowed to organize the flow of rainwater from the roofs to the adjacent site.

8. Engineering arrangement

8.1. * The territory of the horticultural (cottage) association should be equipped with a water supply system that meets the requirements of SNiP 2.04.02.

Economic and drinking water supply can be made from both the centralized water supply system and autonomously - from shaft and small wells, cavity of spring in compliance with the requirements set forth in

The water supply device in the house, according to SNiP 2.04.01, is allowed when there is local sewage or when connected to a centralized sewage system.

Free water pressure in the water supply network in the territory of the horticultural association should be at least 0.1 MPa.

8.2. * On the territory of the general use of the horticultural (class) association, sources of drinking water should be provided. A sanitary and protective area is organized around each source:

for artesian wells - radius from 30 to 50 m (installed by hydrogeologists);

for springs and wells - In accordance with existing sanitary rules and norms

8.3. * With centralized water supply systems, the quality of water supplied to economic and drinking needs must comply with the sanitary rules and the norms of SanPiN 2.1.4.559-96. With a non-centralized water supply, hygienic requirements for drinking water quality must comply with SanPiN 2.1.4.544-96 requirements.

8.4. * Calculation of water supply systems is made on the basis of the following norms of average daily water consumption for economic and drinking needs:

when water use from watershed columns, mining wells - 30-50 l / day per 1 inhabitant;

when providing internal water supply and sewage (without baths) - 125-160 l / day per 1 inhabitant.

For watering landings on household plots:

vegetable crops - 3-15 l / m 2 per day;

fruit trees - 10-15 l / m 2 per day (watering is provided for 1-2 times a day, depending on the climatic conditions from the seasonal water supply network or from open water bodies and specially stipulated catlers - water drives).

In the presence of a water supply or an artesian well to account for the water consumed on watershed devices on public areas and on each site should include the installation of meters.

8.5. * The territories of the horticultural (country) associations should be provided with fireproof water supply by connecting to external water supply networks, or by the device of firefare or tanks.

On external water supply networks every 100 m, connecting heads should be installed for water intake by fire engine machines.

Watering towers located on the territory of the horticultural associations must be equipped with devices (connected heads, etc.) to fence water by fire engineers.

In coordination with the state fire service authorities, it is allowed for fire extinguishing to use natural sources located at a distance of no more than 200 m from the territories of gardened (country) associations.

Water consumption for fire extinguishing should be taken 5 l / s.

8.6. Collection, removal and neuropsychotics can be non-invalid, with the help of local treatment facilities, the placement and the device of which is carried out in compliance with the relevant standards and coordination in the prescribed manner. It is also possible to connect to centralized sewage systems when complying with SNiP requirements 2.04.03.

8.7. With a non-renalized removal of feces, devices are provided with local composting devices. - Pood-closets, dry lads.

It is allowed to use cesspit devices such as the play-closet and the surrounding restroom. The use of cesspools must be coordinated in each individual case at the project development stage with local regulatory authorities, the use and protection of groundwater, with institutions of sanitary and epidemiological service. The device is not allowed to a label-closet device in the IV climatic area and III B Subarea.

8.8. Collection and treatment of shower, baths, saunas and economic wastewater should be produced into the filter trench with gravel and sandy fridge or in other sewage treatment plants.

Shuttle waters are allowed to discharge into the outer cuvette on a special ditch.

8.9. In heated garden houses, heating and hot water supply should be provided for autonomous systems to which heat supply sources (boiler, oven, etc., when applying furnaces and fireplaces should be performed by the requirements of SNiP 2.04.05, as well as heating appliances and waterborne fittings.

8.10. Gas supply of garden houses can be from gas-plane installations of liquefied gas, from reservoir installations with liquefied gas or gas networks. The design of gas systems, the installation of gas plates and gas consumption instruments should be carried out in accordance with the requirements of "Security Rules in Gas Economy" and SNiP 2.04.08.

8.11. * Cylinders with liquefied gas should be stored on an intermediate warehouse of gas cylinders located on the territory of general use. Storage of cylinders in garden (country) sections are not allowed.

8.12. Cylinders with a capacity of more than 12 liters for supplying kitchen and other stoves should be located in an extension of a non-combustible material or in a metal box in a deaf area of \u200b\u200bthe outer wall is not closer than 5 m from the entrance to the building. In the kitchen, according to the requirements of the NPB 106, it is allowed to establish a cylinder with a combustible gas with a capacity of not more than 12 liters.

8.13. * Power supply networks on the territory of the horticultural (country) association should be provided, as a rule, air lines. It is forbidden to conduct air lines directly above the sections, except for individual wiring.

8.14. Electrical equipment and lightning protection of garden houses and household buildings should be designed in accordance with the requirements of the rules of electrical installations (PUE), RD 34.21.122, EAS 59 and NPB 106.

8.15. * In the residential structure (home), it is necessary to establish a meter to take into account the electricity consumed.

8.16. * On the streets and travel of the territory of the horticultural (country) association should include outdoor coverage, which is carried out, as a rule, from the wagon.

8.17. The wardhouse should be provided with telephone or radio communications with the nearest settlement, which makes it possible to make an emergency medical care, fire, police and emergency services.
