Visual differences between hot and cold water meters

The widespread use of IPU (decoding - individual metering devices) made it possible to establish control over the consumption of resources, which provided the possibility of significant savings. Among the main utilities that are counted by the meters, water supply is one of the most important. Depending on the device of the communication system of the apartment or house, the object can be equipped with one or two devices.

They have visual differences that you need to pay attention to when buying and installing:

  1. Data on the box. The IPU for hot water is marked "DHW", cold water - "HVS". It is taken into account that the first option is universal and can be installed on any systems, and the second is suitable only for specific use.
  2. The color of the factory seal (edging) or lines on the body. Hot water meters have a red tint, cold water meters - blue. This distinctive mark allows you to quickly and accurately determine the purpose of the device.
  3. Maximum temperature of the passed water. Each mechanism has a technical data sheet on its main body that includes the permitted temperature range. For cold water it is from +5 to + 50 ° С (there are options up to +30 or + 40 ° С), for hot water - up to +90.

Taking readings

To correctly write off readings for submission to a service organization, you need to know exactly what to read.

The counter dial includes 8 digits. The first five black symbols are the main ones, they show the total amount of cubic meters of consumed water. It is this information that needs to be recorded on the receipt for payment. The last three red numbers are auxiliary, separated from the main commas and indicate the consumed liters.

At the moment, water meters with three types of panels are produced, but in the domestic sector, type No. 1 is considered the most popular and easy to use.

General rules for taking readings:

  • First you need to specify the characters before the comma. It is taken into account that when transferring information, it is not necessary to write off the leading zeros.
  • If the last three digits are greater than 600, then it is advisable to round the value to the cube. This is not a violation.

To remove information from the meter, follow the scheme:

  1. The numbers on the dial (for example, 00015.784) indicate that more than 15 m3 of water was consumed during the corresponding period.
  2. Liters are rounded up to 16 cubic meters. These readings are transmitted for calculation.
  3. Next month, the data will change and the dial will be conditionally 00022.184 (22 m3).

You need to understand that it is the current readings that are taken into account. But most often, the owner of the premises does not need to deal with the amount of cubic meters, this is done by the service organization.

Calculation example

Anyone living in a private house or apartment with water meters can independently calculate the estimated amount of payment for the billing period.

This requires the following information:

  • Indicators of cold water and hot water metering devices.
  • Information from both counters for the last month. If there are no records, the data can be found on the receipt.
  • The current tariff. For each subject of the Russian Federation, it is individual. You can clarify the information on special sites where the cost for the current period is published, or in the receipt for payment.
  1. Read data from an individual hot water meter (conventionally 00085.456) and cold water meter (000157.250).
  2. Prepare readings for the past period: DHW - 00080.255, cold water consumption - 000147.155.
  3. Find out the tariff for the region. It is taken into account that an increase in value is allowed every year. So, in Moscow, from July 1, 2018, for most regions, one cubic meter of cold water costs 35.40 rubles, hot water - 173.02 rubles.
  4. Determine the amount of consumed resources per month. For this, the current values ​​are subtracted from the previous ones (whole cubic meters are taken as a basis). For hot water supply: 85–80 = 5 m3, cold water supply: 157–147 = 10 m3.
  5. Calculate the payment amount:

DHW: 5m3 x 173.02 = 865.1 rubles.

HVS: 10m3 x 35.40 = 354 p.

Total for the month: 865.1 + 354 = 1219.1 rubles.

The calculation of wastewater disposal is made precisely on the basis of general data. Some service organizations place an online calculator on their websites, with its help any provided resource is calculated, but only within the framework of information.

  6. The full amount to be paid is entered, after which you need to calculate the total, taking into account the benefits.
  7. All information is specified and confirmed by a signature.
  8. If during the specified period the meter was verified, then consumption will be measured according to the average value for 3 or 6 months.

The completed receipt must be submitted to the institution that carries out the appointment.

How to pay for water by meters

The procedure for making a payment may differ depending on the region and the service company, but most often the standard scheme applies:

  1. Readings of water meters are taken. Information must be submitted at a certain time. The exact deadline is not spelled out in the law and is established by housing and communal services and management companies independently. In order not to be mistaken, it is better to clarify the period in the contract with the service provider. EIRTS and other specialized organizations receive information.
  2. Based on the data received, the service company calculates and sends a receipt to the owner of the premises.
  3. Any authorized person can pay for the consumed resource. The easiest option is to send the document to a settlement center or to a bank.

It is taken into account that it is necessary exclusively for the contractor of utilities. This role can be played by a homeowners' association, a management company, and supply organizations. Situations are also allowed when the main executor delegates the functions of receiving data to a specialized structure.

Service companies present different ways of taking readings. The most convenient option is via the Internet or using programs. The traditional method is to enter data into the form and leave it in a special box or take it directly to the office of the organization.

In some situations, you may need to check that the enumeration is correct.

Overpayment

Due to incorrect counter information or errors of the receiving employee, excess funds may appear on the account. According to the PP of the Russian Federation No. 354, if discrepancies are found, but provided that the IPU is fully operational and does not belong to those out of order, the payment is recalculated.

To get your money back, you must:

  1. Receive from the contractor a copy of the inspection report, which established the presence of surpluses due to the difference in the testimony.
  2. Write a statement demanding to recalculate the payment made.
  3. Transfer the documents to a special department of the service company and be sure to receive confirmation that the information has been accepted for consideration.

If everything is done correctly, then the next receipt will indicate the due deduction. In the event of a significant overpayment, the amount is spread over several months.

Advice! If the contractor does not recount and does not give an answer about the decision, you need to contact the regulatory authorities. The reason for the failure may be a detected malfunction of the device or damage to the control seals, which must be confirmed by the inspection protocol.

If the testimony has not been submitted for a long time

The lack of information about the resources consumed, recorded by the IPU, does not exempt the owner or tenant from paying, since residents are not limited in access to the service and can use water. Based on the existing legislation (RF PP No. 354), each owner of the premises, which is equipped with a meter, has the right to calculate the water consumption according to the indications of a correctly installed and put into operation metering device. In such a situation, the amount is calculated at a uniform rate for a specific region.

If you do not submit meter data, then the method of calculating payment will change: for the first 3 months, the average indicator for the past six months is taken as a basis, and then - according to the standard. It is quite simple to change the situation: you need to invite a specialist from the service organization to check the meter and take control readings.

In this case, it will not be possible to achieve recalculation, since it was the owner who ignored the right to submit monthly information provided to him.

Exceptions are special cases that may require legal proceedings, where it will be necessary to prove the existence of force majeure circumstances or confirm temporary absence.

Water / Cold and hot water meters

Payment for water is one of the main items of utility costs for residents apartment buildings... How is the amount of payment for the "water supply" calculated? And how is it more profitable to pay - according to the meter or according to the standard? We will try to deal with these issues, starting from the existing practice and the current regulatory framework.

Water charges: where are the charging rules described?

Calculation of water charges by the meter

Residents of apartment buildings and private households (if they are connected to the central water utility) can pay for water in two ways: based on meter readings, or according to standards.

By the way, this statement is by no means just a formality. Often, homeowners are faced with an ultimatum requirement from the management company or the water utility to install a water meter. They say that the mandatory installation of a water meter is a requirement of current legislation.

Well, it’s not like that. Clause 42 of the Rules states that in the absence of a water meter, the consumer has the right to pay for consumption based on the consumption standards in force in the region.

But, back to the methods of calculating the amount of payments for water. With payment over the counter, everything seems to be clear. In most cases, apartments are equipped with mechanical metering devices with a drum mechanism. Depending on the model, four or five black digits to the left of the decimal point are visible in the slots. They mean whole cubic meters. Two or three red numbers to the right of the decimal point are tenths, hundredths and thousandths of a cubic meter. Write down the number and round to the nearest whole. Subtract from it the previous reading taken a month ago. You will receive the water consumption in cubic meters.

If the apartment has several cold water meters (two or more), determine the flow rate for each of them, and add the resulting figures. The total consumption is calculated in the same way if there are several hot water meters.

The data is transferred either to the home management company (HOA), or to the local water utility (if the apartment or private has a direct water supply contract).

In the received payment, the consumer sees his consumption of hot / cold water in cubic meters, the current tariff for water supply and the amount to be paid.

Calculation of payment for water according to the standard

The standard is the estimated amount of consumption, how much (theoretically) a person consumes water for domestic needs per month. The standards for water supply services are set in Russia by regional authorities, therefore, in different cities they may differ significantly.

You can view the current standard for the consumption of hot and cold water in your locality on the website of the State information system(GIS) Housing and communal services in the section "Register of standards for the consumption of utilities" - https://dom.gosuslugi.ru/#!/public-rate-consumption/list.

This information is also available on the website of the regional tariff regulation body (in different regions they have different names - the committee on prices and tariffs, the regional energy commission, etc.)

Finally, the management companies (and HOAs) of apartment buildings are required to provide data on the size of the standards for the consumption of hot / cold water supply and sanitation services to residents at their request.

The calculation according to the standard is made as follows: the number of persons living in an apartment (private house) is multiplied by the water supply standard in force in the region. The resulting consumption is multiplied by the current tariff. It turns out the amount to be paid for the hot / cold water supply service.

According to the standard, payment for water is charged in the following cases:

  • the apartment (private house) is not equipped with a water meter. And if at the same time the owner did not provide a certificate of absence technical capability put the meter, then an increasing standard of 1.5 is applied.
  • the apartment (private house) is equipped with water meters, but its readings have not been transmitted for more than three months in a row. In this case, the volume of consumed water is considered according to the standard without a multiplying factor.
  • the apartment (private house) is equipped with water meters, but the meter is out of order (as an option - it has expired the verification period). In this case, the volume of water consumption, calculated according to the standard, increases by a factor of 1.5.

It makes sense to make an important reservation here: the payment for water according to the standard is calculated based on the number of residents officially living in an apartment (private house). Those. temporarily or permanently registered.

At the same time, the management organization of an apartment building has the right to check whether the actual number of residents corresponds to the number of officially registered ones? If, in fact, more people live in the apartment, then utilities have the right to charge water fees based on the real number of residents identified during the check.

If no one is officially registered in the apartment (private house), then the payment for water according to the standard is calculated based on the number of owners of the dwelling.

Hot and cold water charges

Cold water payments are relatively straightforward. The volume of consumption is set, as mentioned above, either by the meter or by the standard. This figure is multiplied by the current tariff. The received amount is billed to the consumer for payment.

Cold water tariffs can be found in the same place as the consumption standards. Namely - on the websites of regional tariff bodies, GIS Housing and Communal Services and in its management company. In addition, local water utilities also publish tariffs for the population.

With the calculation of the payment for hot water, the situation is more complicated ... Starting in 2012 (in different regions this happened in different years), tenants began to issue bills, where one has to pay for the hot water service according to the so-called "Two-component»Tariff. Water consumption is paid separately (rubles / cubic meter), separately - for the service of heating it (rubles / gigacalorie).

Water consumption is determined in this case according to the readings of the hot water meter. The cost of heating water is calculated based on the corresponding standard - how much heat is needed to heat one cubic meter of water to the required (from 60 to 75 C) temperature. This standard is not one for all occasions, but different for different types houses. Thus, the individual characteristics of an apartment building are taken into account (presence / absence of heated towel rails, insulation of hot water risers, etc.). It should also be noted that two-component tariffs for hot water have not yet been introduced in all regions. And even in those regions where tenants pay at a two-component rate in most houses, in some high-rise buildings the fee is charged as before - per cubic meter.

Formally speaking, the situation should come to a common denominator from January 1, 2020. It is to this date current legislature requires regional authorities to approve heat consumption standards for heating hot water. And then it will be possible to apply two-component tariffs in all Russian regions.

But how it will be in practice is difficult to say. In fact, the final decision on the introduction of a two-component tariff for hot water supply is made by the managing organization (HOA or UK) of an apartment building.

Wastewater service fee

The volume of sewerage services is calculated as the sum of the consumption of cold and hot water (fifth paragraph of clause 42 of the "Rules for the provision of utilities"). This service is paid for according to the tariff, which is approved by the regional authorities.

If the apartment has meters of both cold and hot water, then the volume of wastewater is equal to the sum of the readings of all water meters.

If there are no meters in the apartment, then the volume of effluent is equal to the volume of cold and hot water consumed in the dwelling based on the current standards. At the same time, the increasing coefficient of 1.5, which was discussed above, is not applied to the determination of the volume of the sewerage service.

Finally, an important clarification - if at least one of the meters is out of order in the apartment (for example, the verification period has expired), then the payment for the drainage service is calculated according to the standards.

Water charges: recalculation during absence

An important question: is it possible to get a recalculation of the payment for water during the period when no one lives in the apartment (private house)?

The answer is this: there is such an opportunity only if the apartment (a private house connected to a water utility) is not equipped with water meters and the owner will present a document stating that it is not technically possible to install a meter.

In all other cases, during the absence of tenants, you will have to pay for water either by the meter (if it is installed and working properly), or according to the standard (if there is no meter, or it is faulty, or the readings have not been transmitted) (clause 86 of the "Rules").

By meter or by standard?

And finally, the answer to the frequently asked question: how is it more profitable to pay for water, according to the meter or according to the standard? It depends on how many people, on the one hand, actually live in the apartment and how many, on the other, are officially registered in the dwelling.

If two live, and four are registered, then, of course, it is more profitable to pay by the meter. If, on the contrary, one person is registered, but in fact five live, then the standard may be more profitable. Even taking into account the increasing coefficient of 1.5, if there are no meters in the apartment or they have expired the verification period.

If the meter is installed, it is serviceable and its service life has not expired, then you can switch to payment according to the standard simply without transferring the meter readings. In this case, the multiplying factor will not be applied.

However, it must be remembered that the management company (or the water utility, if a direct water supply agreement is concluded) has the right to check the meter readings every six months. And the owner is obliged to admit the representative of the Criminal Code or the water utility into the dwelling so that he can check the status of the meter and take readings. After that, the payment for water will be recalculated based on the current readings of the meter and the current tariff.

In addition, the management company has the right to check (with the involvement of representatives local authorities internal affairs) the actual number of people living in the apartment (clause 32 e.1 of the "Rules"). And then charge a fee according to the standard based on the identified real number of tenants.
