The new MIR payment system was introduced in Russia in 2015, and at the moment more than 4 million plastic cards of this type have already been issued in the country. Until 2020, it is planned to transfer all social payments, including the pensions of citizens, completely to the MIR payment type. MIR is a new national payment system developed by the Central Bank of Russia in 2014. This is an exclusively Russian product, the state of which is not influenced by international factors. The card is designed specifically for calculating all payments to state employees on it.

Today Sberbank of Russia issues MIR debit cards, classic, gold, instant and pension cards.

Cost of servicing MIR cards from Sberbank

The MIR card from Sberbank for pensioners is issued and serviced free of charge during the entire period of validity.

As for a classic debit card of a similar payment type, the holder will have to pay 750 rubles for the first 12 months of use. In subsequent years, the operating price will be 450 rubles per year.

If it is a MIR gold card, the annual service cost will be 3000 for each year (valid for 5 years) and 2500 if it is an additional card.

By the way, it is not possible to issue an additional MIR card to the main pension card at Sberbank.

Cash withdrawal limits

You can withdraw money from the MIR pension card through ATMs of Sberbank or other banks and the bank's cash desks. The daily limit for cash withdrawals through an ATM is 150,000 rubles, while no commission is charged, but it is impossible to exceed this amount. The need to develop a new payment card system

The relevance of creating a new payment system in Russia is based on the principles:

  • smooth banking operations regardless of external factors;
  • maintaining the country's financial sovereignty;
  • development of national payment services.

The reason for the introduction of the new payment card system was the blocking of non-cash payments by a number of Russian banks serviced by such international payment systems as VISA and MasterCard to Russian customers as a result of the US sanctions against the Russian Federation. As a result March 1, 2014 the president of the Russian Federation was approved the creation of a national payment system.

Although, in fact, the development of such a system began much earlier. Back in 2011, the government adopted a number of decisions to create a multifunctional electronic card without the participation of international payment systems. The procedure for making payments and the organization of the payment system as a whole are reflected in the adopted Law No. 161-FZ of June 27, 2011. "On the national payment system".

National payment system MIR

The Mir payment system is a national Russian payment system, the operator of which is the National System of Payment Cards JSC, owned by the Central Bank of the Russian Federation. The name and logo of this system were approved in the spring of 2015, and by the end of the year the first plastic cards in corporate colors were issued - combination of blue and green.

It is important that the maximum distribution of Mir plastic cards on the territory of our country will not limit the exit of this payment system outside the Russian Federation, but will facilitate their entry to the world level.

So, thanks to the agreements reached in the new system, two applications:

  • Russian
  • international.

As a result, cards issued together with world payment systems MasterCard, Japan Credit Bureau and American Express will operate in Russia in accordance with the accepted Mir system, and abroad - in accordance with the rules of a different system, respectively. How does MIR differ from other payment systems?

The Mir payment card meets all the requirements of both Russian and international standards. However, she has and a few differences:

    For example, the Russian National Commercial Bank (RNKB) in Crimea provides 4.5% on the balance on the Mir pension card, while Sberbank charges 3.5% on a similar card product. To whom and how is the MIR pension card issued?

MIR pension cards are issued by the Russian national payment system Mir. The operator of the Mir payment system is NSPK JSC (National Payment Card System Joint Stock Company), 100% of whose shares belong to the Central Bank of the Russian Federation, which together with the Central Bank ensures the reliability, safety, convenience and availability of national payment instruments.

Period of validity of pension cards "MIR" of Sberbank

On pension cards, the shortened format of the expiration date of its validity is used - MM.YY. The shortened digital format MM.YY is when only the month and the last two digits of the year are indicated (00/00). Together with the card, the bank's client is issued a sealed envelope with a personal identification number (PIN code), which is used when conducting transactions at ATMs, in banking institutions using electronic terminals, and can also be used when paying for goods and services at trade and service points.

Upon the expiration of each five-year validity period, the card becomes invalid and the bank has the right to automatically reissue it, but on one condition - the client did not notify the Bank 60 calendar days before the expiration of the Card about the refusal to use it in the future.

Clients need to contact Sberbank in a timely manner to return an expired card and receive a new pension card issued for a new validity period of 5 years.

Early reissue of the Card, i.e. the issuance of a new card before the expiration of the term indicated on the current card is carried out by Sberbank only upon the submission of a written application by the Client to the Bank.

Pensioners who hold a Sberbank-Maestro "Social" card of the MasterCard payment system, upon the expiration of the three-year period established on it, will be able to receive a new pension card only from the Mir payment system. Since May 1, 2017, Sberbank has discontinued the new issue of Maestro-Pension "Active Age" bank cards of the MasterCard payment system.

On the gradual transfer of pensioners to bank cards "Mir"

The government made a decision to transfer pensions to Mir bank cards. This means that the Pension cards of the MasterCard payment system (Maestro Active age) issued by Sberbank will gradually be replaced by the Pension cards of the MIR payment system (MIR Pension).

This replacement is made in order to ensure the strategic security of the financial and credit system of Russia and its protection from external influences. As an example of external influence, this is the refusal of the American systems Visa and MasterCard, operating in the financial market of Russia, to service the cards issued by them from banks that have come under unilateral US sanctions. That is, both Visa and MasterCard, having violated agreements with Russian banks, joined the sanctions, blocking from March 2014 the operation of cards of Bank Rossiya, SMP Bank, Sobinbank and Investkapitalbank.

To exclude such facts, the Bank of Russia introduced amendments and additions to the Federal Law "On the National Payment System" to the State Duma, and on 01.05.2017 the President of Russia signed Federal Law No. 88-FZ "On Amendments to Article 16-1 of the Law of the Russian Federation" On consumer protection "and the Federal Law" On the National Payment System ".

Law No. 88-FZ of May 1, 2017 provides for a phased transfer of pensioners to Mir payment cards, for which:

  • Until July 1, 2017 - all banks are obliged to ensure the acceptance of national payment cards "Mir", in all of their, intended for making payments using payment cards, terminals and devices, including ATMs.
  • From July 1, 2017 - when retirees apply to open a new card account for transferring pensions, banks are required to issue only Mir cards.
  • After the expiration of the previously issued (before July 1, 2017) pension cards of International payment systems (for example MasterCard in Sberbank), new cards must be reissued only to cards of the national payment system "Mir". The deadline for the validity of pension cards of international payment systems is no later than July 1, 2020.

The Maestro social card is an entry-level card and, by issuing it, Sberbank sought to increase the number of its customers and gradually attract citizens of retirement age to use bank cards, thereby covering a new fairly wide segment of the population.
